WARSAW — John L. Cantrell, 51, 809 E. Clark St., Warsaw, was arrested Tuesday evening, Dec. 15, on charges of welfare fraud, a level 5 felony.
Documents filed in Kosciusko Superior Court 1, on Nov. 25, state on Dec. 2, 2010, Cantrell applied for unemployment compensation benefits. He reported he had been laid off from his job. Through Dec. 4, 2010, and March 7, 2015, Cantrell received benefits of $390 per week.
Court records show in order for Cantrell to receive the compensation benefits, he was required weekly to submit, to the Indiana Department of Workforce Development, vouchers certifying he remained unemployed, had no earnings or accurately report full or part-time wages earned for the weeks he was claiming benefits.
In January and March of 2015, IDWD Investigator Cheryl Riley inspected payroll records relating to Cantrell’s claims. Riley found there were weekly earnings, from RR Donnelley & Sons Company, corresponding to weeks Cantrell received unemployment compensation benefits.
It is alleged Cantrell did not properly report his employment and earnings from RR Donnelley to IDWD and falsely certified his earnings and/or that he was unemployed for 130 weeks, when he was actually drawing wages.
Between Dec. 4, 2010 and March 7, 2015, it is alleged he received $43,845 he was not entitled. IDWD also states there is $29,638 in penalties and $1,872 in other overpayments against him.
